To analyze administrative data sets from enforcement agencies within DOL and to create linked data files that can be used for future research.

American Job Centers — Institutional Analysis

To thoroughly understand and systematically document the institutional characteristics of American Job Centers (AJCs), and to identify variations in service delivery, organization structure, and administration across AJCs.

America's Promise Job-Driven Grant Program Evaluation

The purpose of this study is to rigorously evaluate the effectiveness of promising and innovative practices for strengthening the pipeline of skilled workers who are prepared to gain or advance in employment in H-1B industries, and to examine program implementation including the use of various funding streams to create sector strategies and develop regional workforce partnerships.

Career Pathways Design Study

The purpose of this contract is to document what is currently known, identify the gaps in the literature, document current promising programmatic directions, challenges, and unanswered questions, and develop evaluation design recommendations for the U.S. Department of Labor that will allow the Department, in partnership with other federal partners, to implement an evaluation(s) to meet the requirements of the WIOA legislation and add to the evidence base about Career Pathways models and practices for training and service provision for low-wage or low-skilled workers in health care or early education and child care.

Clearinghouse for Labor Evaluation and Research (CLEAR)

To develop and maintain the DOL's research and evaluation clearinghouse website that will provide a central and trusted source of evidence on labor market interventions and innovations relevant to DOL's work.

Community College Interventions for Youth and Young Adults with Disabilities — Evaluation

To conduct implementation and impact evaluations on innovative models for providing integrated education and career development services to youth and young adults with disabilities.

To promote and expand labor research that directly relates to DOL policies and programs.

Evaluation Design of Job Corps Experimental Center Cascades

The purpose of this study is to design and conduct a rigorous evaluation of the impact of the Job Corps pilot program, the Cascades Job Corps College and Career Academy, of the youth served. Cascades will serve high school drop-outs and unemployed youth ages 16 to 21. The pilot aims to provide expanded and intensive academic instruction, career pathways technical training, and non-cognitive skills training in two industry sectors, Health Care and Information Technology.

Evaluation of the American Apprenticeship Initiative (AAI)

The purpose of this study is to evaluate the American Apprenticeship Initiative (AAI) training programs across all 46 grantees. The AAI programs seek to: increase apprentices' access to high-growth occupations and industries; create career pathways that encompass apprenticeship and align with post-secondary educational opportunities; utilize strategies that increase apprenticeship opportunities for underrepresented populations; implement new and innovative public polices or public-private partnerships that increase demand for apprenticeship; and encourage employers to adopt and offer apprenticeship opportunities.

Evaluation of Customer Satisfaction with Office of Disability Employment Policy (ODEP) Technical Assistance Centers

The purpose of this study is to determine the extent to which customers are satisfied with the technical assistance provide and to document the processes and methods used by the Technical Assistance (TA) Centers to encourage the adoption and implementation of Office of Disability Employment Policy's (ODEP's) policies and practices by targeted and untargeted customers.

Evaluation of Urban Youth Employment Demonstrations Grants

The purpose of this study is to understand the implementation of the Urban Employment Demonstration Grants for Youth and Young Adults. Awarded to seven cities - Baltimore, MD, Camden, NJ, Detroit, MI, Houston, TX, Long Beach, CA, North Charleston, SC, and St. Louis, MO, these grants support community efforts to address workforce needs and to improve employment outcomes for youth and young adults disconnected from school and employment. The study will assess the demonstration grant�s implementation at each grantee site and highlight promising practices.

Family and Medical Leave Act: Wave 4 Surveys

The Family and Medical Leave Act (FMLA), enacted in 1993, guarantees eligible U.S. employees of covered employers the right to take unpaid leave to attend to their own medical issues or those of their family. The DOL Chief Evaluation Office commissioned two new surveys to understand the range of perspectives on FMLA in the United States. The studies will update and expand the evidence about FMLA use and leave-taking that has been generated by three prior "waves" of surveys (1995, 2000, and 2012). This "Wave 4" study will be conducted with 4,000 U.S. employees and 2,000 U.S. private-sector businesses.

ILAB Evaluation of EMPOWER: Increasing Economic and Social Empowerment

The purpose of this study is to design and conduct a rigorous evaluation of the outcomes of DOL's Bureau of International Labor Affairs' EMPOWER grant. This grant aims to combat serious child labor issues in Zambia, particularly for vulnerable girls and their families. It will be implemented primarily in rural areas.

Information on Subsidized and Transitional Employment Demonstration (STED) Paycheck Plus Site

The purpose of this project is to study the impact of an enhanced Earned Income Tax Credit (EITC) for low-income individuals without dependent children in the Atlanta Metropolitan Area. This project will build on and leverage research being conducted for the Department of Health and Human Services (HHS), in its collaboration with the Employment and Training Administration (ETA), on HHS's Subsidized and Transitional Employment Demonstration (STED) Paycheck Plus site.

Job Corps External Review

The purpose of this review is to identify opportunities that could lead to a more effective and efficient Job Corps program through designing and conducting a study that uses existing evidence and builds on this evidence and knowledge. The Fiscal Year 2017 Department of Labor Budget Request included a requirement that in 2016, DOL and Job Corps launch an external evaluation to review the Job Corps program, the outgrowth of which could be used to consider broad structural changes and impactful service changes that can enhance Job Corps� effectiveness and efficiency in serving high-risk youth. The objective is to position the Federal program to better meet the needs of the 21st Century economy and the needs of the high risk youth. This study intends to provide information that can help fulfill this goal.

Labor Research and Evaluation Grants

The purpose of the Labor Research and Evaluation grants is to build evidence around issues of importance to the Department of Labor and American public, including critical issues related to worker protection, safety and human capital development. These grants will continue to build the capacity of university-based researchers to rigorously examine these issues while building awareness and understanding of these issues among program administrators, policy makers and the public.

Linking Employment Activities Pre-Release (LEAP) Program

The purpose of this study is to better understand the elements of the Linking to Employment Activities Pre-Release (LEAP) pilot programs, the client flow and services provided, partnership involved, coordination with full-service and satellite One-Stop Career Centers/American Job Centers (AJCs), and administrative and reporting strategies adopted to manage activities, staff, and results. This study will increase DOL�s knowledge about approaches that provide career development and training services to individuals before and after their release from incarceration.

Livelihoods Services Evaluation

The purpose of this study is to design and conduct an evaluation of the livelihood components of direct service projects funded by the Bureau of International Labor Affairs' (ILAB) Office of Child Labor, Forced Labor, and Human Trafficking (OCFT). OCFT�s project portfolio includes a variety of livelihoods activities, including agricultural training and support, micro-franchise, youth and adult vocational and skills training, financial literacy and entrepreneurship training, and village savings and loans organizations. This study seeks to understand the effectiveness of these activities, factors for success, and lessons learned for future projects.

Middle Class Tax Relief and Job Creation Act Study

To conduct a national evaluation of Unemployment Insurance under the Middle Class Tax Relief and Job Creation Act of 2012.

National Guard Youth Challenge and Job Challenge Evaluation

The purpose of this project is to design and conduct an evaluation to better understand the implementation and outcomes of the National Guard Youth Challenge and Job Challenge program. The evaluation will provide information on the DOL Job Challenge grants and the experiences and outcomes of participants including court-involved youth.

Pell Grant Experiments (with Department of Education)

To test the impact of 1) expanding eligibility for Pell Grants to students who already have bachelor's degrees and 2) expanding eligibility for Pell Grants to students who enroll in certain short-term vocational or career training programs on educational attainment, employment, and earnings.

Performance Partnership Pilots for Disconnected Youth (P3) National Evaluation

The purpose of this study is to identify and document the extent to which the P3 initiative increased coordination across Federal agencies and programs to allow local communities the flexibilities they need to support disconnected youth. Further, based on the results from local evaluations at each of the nine P3 Pilots, the study will highlight effective and promising practices for achieving employment-related outcomes for youth.

Portable Retirement Benefits and Investments Study

The purpose of this study is to gather information and advance the knowledge on (1) current and potential models for providing or expanding portability of retirement benefits and (2) tools available to guide individual investments that include Economic, Social, and Governance factors (ESG investments).

Short-time Compensation Demonstration and Evaluation

To examine employer participation in Short-Time Compensation programs in four states.

State Exchange on Employment and Disability (SEED) Evaluation

The purpose of this study is to better understand the efficiency and practicality of the Office of Disability Employment Policy's (ODEP's) State Exchange on Employment & Disability (SEED). SEED is a collaborative model dedicated to ensuring that state policymakers have the tools and resources they need to develop and disseminate meaningful polices related to disability-inclusive workforce development.

Survey of Employer Policies on the Employment of People with Disabilities

The purpose of this research is to design and administer a nationally representative survey of employers to better understand employer policies and attitudes pertaining to employees with disabilities. The knowledge gained from this survey will help the Office of Disability Employment Policy (ODEP) develop policies and practices for improved employment opportunities for persons with disabilities.

TechHire and Strengthening Working Families Initiative (SWFI)

The purpose of this study is to identify effective approaches for preparing workers for middle- and high-skilled jobs in H-1B industries, with specific focus on individuals who have traditionally faced barriers to training and employment opportunities including youth and young adults, parents with childcare needs, individuals with disabilities, individuals with limited English proficiency, and individuals with criminal records.

The Customer Experience in American Job Centers

This small exploratory evaluation is helping DOL learn more about the customer experience at American Job Centers (AJCs), both that of job and training seekers and that of employers. This study has three purposes: (1) to learn more about the customer experience in AJCs, (2) to highlight promising practices in those AJCs, and (3) to consider behavioral science�based tools that will enhance the AJC customer experience.

Trade Adjustment Assistance Community College and Career Training Grants Program — Round 4 Evaluation

To conduct a random assignment impact analysis and an implementation analysis on colleges that are Round 4 grantees of the Trade Adjustment Assistance Community College Career Training (TAACCCT) grants.

The purpose of this study is to document current promising community engagement practices for the Department of Labor's Women's Bureau, to conceptualize a strategic community engagement model, and to develop a framework for assessing progress and effectiveness.
