This is an FYI for folks to take a look and submit a public comment if this issue matters to you.
Even as a former (and hopefully soon-to-be) college instructor, I don't think that four years of college is for everyone. But giving everyone a chance at two years of community college is a good idea on so many levels.
Community college is where many people go to discover what they might like to do with their lives. For some, this means deciding that further schooling is not for them, but the educational refinement that two years of community college offers will stay with them for the rest of their lives as they pursue other endeavors. Others decide to work in a trade (and community colleges remain an important place of training for all kinds of trades). Still others do in fact decide to pursue further education, very often with a more specific and realistic set of expectations about what the future might hold and how they can get there.
Please give it a gander...
